The Obama administration is already at odds with General Petraeus. According to the Petraeus doctrine the enemy is “Islamic insurgents”, Islamic extremists” and “Islamic subversives”; however, while the Obama administration is not saying who the enemy is, they are saying who the enemy is not.

The Obama administration has issued an order that the enemy is not to be defined in religious terms, and the war is not against terrorists.
